Laos Savannakhet is a quiet place, in colonial times an important trading location, but now in a state of slow decay. Not many tourists here, except to pass through, but it's got a very laid back feel (even for Laos) and wandering through the small, quiet streets is enjoyable.
The Xokxabay Guesthouse is a good spot to stay, reasonably priced rooms quite close to town.
